after reading the splash page, this is a pulp mill. See, some mills make just pulp. We call it 'purchase pulp' and throw it when we have problems, when paper machines is drawing more than we can make (on heavier grades of paper), or just when they need a good filler... the stuff is fairly expensive per ton and we don't like to use a lot of it because of the price. It comes from places like this...
