Actually, this complex accomodates much more than just the morgue. Usually, the pathology department is located there, more often also the hospital's various labs and/or (if the hospital is large enough or specialized) the microbiology department. Bear in mind that this facility likely serves the whole complex (and not unlikely also smaller hospitals in the area), the size is just appropriate.
