  is that breaker switches instead of fuses? pritty serious up grade for the building before they closed it.

  likely had to install it-they were desparately short of power in these buildings. With all the electrical appliances we have now, computers, fans, copiers etc, these old buildings were never designed to provide that much power-they had to add new circuits as there were never any spares in the old fuse panels. I used to make a fortune selling them extension cords and power bars!
Plus the old wiring system was knob and tube and did not carry a ground-wouldn't do to electrocute a resident!
