It was a type setting machine. The round disc was a 'font'. There wer other font wheels laying around. It would print on thin white tape, like at the bottom of photo.

I think it's may be a kind 'Graphotype' machine, I used one a long time ago, they make a heck of a noise.

Its an old label maker, manufacturer "croy". You would type a message which would display in a small LCD display above the keyboard, then hit print, and the disk with spin to the right letter, imprinting it on the tape. You could change the large disks for different fonts / styles. I HAVE one just like it at my workplace, collecting the same amount of dust.
