  probably once it's dry i guess so it would be flat.

  Yes. Firehose is flat when dry and rolled on that reel like a ribbon, probably 100 foot in length and connected to the valve with the wheel on it(after hose is laid out). It's supplied from a firepump located somewhere in the structure or from a firetruck connected to the standpipe system.
