it's a switcher... short line, bumps cars around yards, haul cars around complexes... not mean for long haul work.

Okay, that makes sense. They just need enough power to move a few cars at a time, and being shorter helps them move around the yard more efficiently.

being shorter means they can operate on tighter radius curves like those of an industrial complex, and being lighter allows small industries etc to have a lower grade of track. not really much to do with efficiency
