I'm guessing this is the changing room for the tank where the visitors could go snorkling. I remember it from the last time I was at the park.

The Baja Reef Adventure! AintNoSIn is correct. Guests would pay at the entrance, get a bathingsuit, a shortie wetsuit (bodyglove), a towel and mask, snorkel and force fins. Everything was bathed in an iodine-solution bath after every swim but I couldn't believe how many people were willing to use stuff never really sterilized. The shark dive adventure was also run out of this venue.
