Looking through one of the gaps downward from below the bridge. It's a long drop. even when below road level, evidently. You can see a faint whiteness of the waves hitting against the pillar. As for the tube running down, I've no idea what it carries. It looks too delicate to be for water, but I cannot see why air would be pumped from such low altitudes. The eeriest part was that there were flakes of mud on the perforated floor, so you can feel when they broke off and then notice how long they took before finally hitting the concrete.

I think it might be used to move debris from construction down. Like trash I mean. They have them at other construction sites. It would make since to move it all the way down to water level and put it on a barge or whatever; you couldn't really fill a dumpster or dump truck on the road deck (stopping traffic and all) But I don't' know, I wasn't there.
