the blue glow is from neutron radiation attenuation, FYI. neutrons are screaming out of that puppy, and they're slowed down by the water, making the water emit a blue glow. (elguapo)

It's called Cherenkov radiation (or Cherenkov light) and is a result of the emitted particles traveling faster than the local speed of light. The speed of light in water is about 3/4 the speed of light in a vacuum (C), so those particles were traveling really really fast.

I heard that the water those things operate in costs 1000 dollars a litre, and there's 10's of thousands of litres. Is this true?

Some reactors use heavy water in the reactor as a moderator. A pressurized water reactor has three seperate water loops, so only the innermost one would be expensive. The middle one would be deionized or distilled water, and the outer loop is usually river or sea water.
