You notice that they have the bushings jumped [shorted] IF YOU FIND ONE OF THESE AND ITS NOT SHORTED DONT TOUCH IT IT CAN KILL YOU. THIS IS A MEDIUM VOLTAGE CAPACITOR ELECTRICITY FROM STORMS CAN BUILD UP A NICE CHARGE OF TENS OF THOUSANDS OF VOLTS. A LINE MEN FOR MY POWER COMPANY SHOWED ME THIS.THE INTERNAL DISCHARGE RESISTER DOESNT ALWAYS DO ITS JOB ,THIS GUY SHORTED A BANK OF THESE OUT IN FRONT OF ME [NICE BLUE FLASH] AND BOLTED THEM SHORTED.FOOD FORE THOUGHT.
