nope, its the backing plate off a rear drum brake... the cylinder at 11 oclock is the wheel cylinder and that is what pushed the brake shoes into the drum when you stomp the brake pedal. Just above that is the center pin where your brake shoes fulcrum off of. At the 4 oclock position is the cable for the parking brake. :o)
