They always put "leading to the conviction of" on these signs to try and get out of paying the whistleblower. That way if they don't convict or press charges, no reward.

A place i did electrical work once in Tulsa Okla had a sign in the workers break room like that ...It told the employees you would get cash payments for telling off on each other......Talk about your best buddy ratting you out to get some money..
