They are called that because of the unique mortar fragmentation pattern left in the concrete that resembles a flower arrangement. They are red because of the red resin that they are filled with.

they chose red I guess as a symbol for the people who were killed by those mortars. It's a pretty creepy way to pay your respects if you ask me
