Nope, that's an Aux light which kicks in when the power fails. It's currently charging.
Must have power on the lighting ring-main still there matey!

Trivia Fact: I had a load of those emergency lights installed at work last week. They cost £22 each, in case you're thinking of buying any, and are rated to provide 3 hours illumination in the event of a mains failure.
