That looks like an emergency hydraulic generator. The unit could be deployed in an emergency; the prop would spin and provide just enough hydraulic power (and in some cases electric too) to hobble the aircraft home.

Wow, I've never heard of anything like that. Sounds so... hollywood. "Activate the auxiliary hydraulic windmill!"

It's real... look up 'gimli glider' on wikipedia. Came in really handy when an Air Canada 767 ran out of fuel in 1983.
