Just look on Google Earth for creeks that dead-end into/out of shopping centers and urban areas. That water is flowing out of some sort of hole. That's the best way to find drains that I know of, unless you know somebody in the Public Works department.

There are (IIRC) five explorable storm drains in Charlottesville:

Emmet Street Drain
Stonewall Drain
Wetnut 29 Drain
Shortcut Drain
Cemetary Drain

They should all be fairly easy to find. Just do like Avius said and look on maps (and aerial photos, and topo maps) for creeks that suddenly start or end. Or drive around looking for decent-sized creeks in the city, and follow the creeks upstream to see if they come out of storm drains.

Once you get the hang of finding storm drains in C'ville, you'll be able to quickly find drains in ANY city.

Thanks, Ive been able to find a good bit of them on maps. If a creek froze over that would be really cool in a drain.

You won't find much ice underground this far south, except for maybe right near entrances. I went in my first drain years ago in the middle of winter. It was about 14 degrees F outside, so I bundled up with coat, hat, etc. About 30 steps into the tunnel, the temperature went up to probably the mid 50's, and I had to ditch all my cold weather gear because I was roasting to death. There was one pretty cool spot under an open gutter box, though, that had frozen into a huge wall of icicles due to the cold air coming in.
