PIV (Post Indicator Valve)

It ties into a buildings sprinkler system, In active facilities they should always remain "Open"

Edit: The knob on top can be turned with a hydrant or spanner wrench by either the FD or an inspector.

An inspector could use it to flush the system to check for blockages in the standpipe. Indicator valves control water flow from water mains into the building. Basically all this does is tell you whether or not the sprinklers are open or closed.

PIV are also used quite often in an area (in the northeast at least) where the sprinkler pipes will be exposed to the elements, ie..parking garages, building overhangs, etc. This is called a "Dry" sprinkler system to prevent pipes from freezing and bursting. Turning the PIV to "OPEN" fills the system with water.

In a wet system (such as here in california) the gate should always read open, and yes dry pipe systems are usually found in areas where freezing temperatures take place so that the water can be stored underground and not in the pipes where it will freeze (chicago is a good example)
