	It does make us suspicious, but we kind of already are. This is another risk to the things we do: while being somewhere we may or may not be allowed to be, we may stumble upon things like this and look really sketch.

	I would say that most police departments have an anonymous tip line, and/or you could email them from a spare address that doesn't have your real name on it. Realistically if you were to stumble upon something this bad, I would say just call and let them haul you in; otherwise they may waste a lot of resources trying to find you when they could be better spent.
