not really knowledgeable about NC, but when we checked sometime around june this year it had a big electric fence. if you live in greensboro it shouldn't be hard to check out...
historically. maybe it had something to do with insurance?

I was there about 8 months ago. Aurelie, Mascarah and I looked EVERYWHERE for a way to get into that fence and couldn't find any...at least not while operating on the assumption that the electric fence really was electric. Then we got caught by the caretaker and had to leave.
The best thing to do would probably be to bring a volt-meter there to actually find out if that fence is really electric. I bet there's a really good chance it's not but we weren't about to find out by just grabbing it with the claim of 10,000 volts.
Unless someone else has cut the fence by now, which is quite likely.
I think the building might be mostly gutted though. All I could see in the windows was empty rooms. But, well, you never know until you go in.

It wouldn't spark like that. A volt meter would work. If it has power at all its probably on the level of a cattle fence. Its highly unlikely enough power to actually hurt somebody, no one wants that kind of liability on their hands.

Seconding what uLive said, that definitely would NOT tell you anything. The coin wouldn't spark because, even if the voltage was high enough, it wouldn't make a complete circuit. Just like when birds land on a powerline.
Even if you did have something grounded, a voltage too low to produce a spark could still be plenty to at least be pretty painful. A voltmeter is what you need, but even that won't tell you the actual voltage because the quick pulse that most electric fences use would be too quick for the volt meter to measure accurately. It would give you a severe underestimate. To really find out, you would need an oscilloscope...but it's probably easier to just talk about it on UER until someone says "fuck this shit" and goes and tries it.  It's probably not high voltage...

I work with electronics all the time and I know what I'm talking about. Current will NOT flow without a complete circuit; ie. a ground connection. If you held a key in your hand and held that up to the fence, then yes, it would give you an arc, then flow through the key, and then it would flow through you and shock you on its way to the ground. A fluorescent bulb would behave exactly the same. If you threw it, it would do absolutely nothing because the key isn't connected to anything. Same if you used a screwdriver; the plastic handle isolates the metal from any other conductor meaning there is nowhere for the current to flow so you would get no arc.
...that fence is probably not high voltage...but we don't want anyone going and trying little science experiments after being mislead by a UER thread about how electricity works...

In the video it's a 9,000V jacob's ladder, but I'm still not too sure on how well that would work with an electric fence.
I've taken a two year course in electronics (spanned components, DC, AC, magnetism, ICs, etc) but that was several years ago.
I think a multimeter would work on an electric fence if you have something that will lock on to the highest value (my Fluke 111 has that option, but I believe it may only be for ohms).
Follow the fence and see if you can find any sort of power source. I don't think that they'd spend the money on operating and maintaining an electric fence, when most barns/farm country folk/whatever generally just use a hot wire around where ever they're trying to keep animals in or out.
Just my two cents. But I'd totally scope out a power source or call B.S.
