Mod: It almost looks like a small door behind the guy in the sealed off pic...
Maybe a broom closet or something  ...or place to duck when the train is coming.
I wonder if that sealed off wall is where the tunnel comes out, or somewhere along the way, put up when they built another building. Eventually the tunnel will likely get punctured again when another development starts.
