I know there are National Historic Sites, and many Municipalities have a similar designation, but is there a Provincial protected Heritage designation?

You are right, both power plants are pretty much out of sight, out of mind to most people except heritage buffs and recreational boaters.

I must admit, I do not have the answer to that.
Each city / municipality would have its own lists of heritage properties, likely broken down into "C" properties which are of interest, "B" properties which are of historical and / or architectural value but not yet protected, and "A" properties, which are legally protected through power afforded by the Local Government Act or, more specifically, the Heritage Conservation Act of 1977. These "A" list properties are legally protected from alteration or demolition as designated properties, but only on a municipal level (which is often enough).

Federally protected properties are likely adopted from lower level inventories, as in Irving House in New Westminister, or the BC Legislature buildings. Such properties will be acknowledged and guarded on an electoral district level, but also covered on a federal level, which affords them much needed funding for upkeep / upgrades that wouldn't be possible from city coffers.

These Buntzen buildings will most certainly reveal themselves on somebody's "C" or even "B" level heritage list, but the question is... where? Coquitlam? Port Moody? Anmore?

I think that's all unincorporated there.

I've just nominated the powerhouses with Heritage Canada as "endangered sites". It may go nowhere, as the Pantages Theatre was actually on said list whereas this is just a nomination, but at least it puts these gems on the map.

The basement of the old powerhouse is flooded (waist deep or more?) and has entrance points requiring boat access. The two upper floors in the south end of the old powerhouse are "closed off" from the rest of the building. I know not what is on the second floor currently but I've been told it used to be the machine shop back in the day. This area has two entrances. One interior entrance with motion sensors around it (you would have to walk past them to access from inside the powerhouse, and one roof entrance which appears to require climbing gear. There shouldn't be motion sensors in the abandoned areas themselves.

That tunnel interior is pretty sweet, don't believe I have ever seen that, I love the rough hewn stone walls.

Seeing is there is a floodgate at the other end, with a lot of water behind it, it might hardly be worth the trip, although a huge iron wall at the end of a raw looking tunnel might be very cool looking! There is also another long under-mountain tunnel at Alouette lake, leading to stave lake. Not a very good idea, as you would end up as turbine food for the still running generation plant there. This plant is the first in a series of 3 in the Stave (named after sourced lumber for barrel staves for Fort Langley, and Derby) lake system. The Stave lake hydro system is also one of the oldest in BC, and was the one of the biggest systems in the British empire in the 20's and 30's. It had it's own railroad, and the right of way can be walked on at Hayward lake, between the lower and mid dams.

Friend and I hiked up to Powerhouse #1 last summer. We thought that it was decommissioned, based on the lead paint removal warnings everywhere and general decrepit appearance, and proceeded to climb right up into the Pelton Wheel outflow ports and check them out from underneath.

Needless to say, we had heart attacks when we got home and found out that it was still active...

Sad to hear Hydro is planning to demolish the place, and has even bricked up the huge windows after repeated vandalism (Who hikes for 2 hours to throw rocks at windows???), it really is a stunning building.

We were discussing how amazing it would be to purchase it and turn it into a large self-sustainable mansion/hotel. Stunning location, stunning building, and so easy to develop given the "open" floor plan.
