Seems like it could have been military, hard to say though. Looks like the same structuring as the foundations at Peggy's Cove.

As well: I'm sure there used to be forts somewhere on the Aspotogan Peninsula just for that reason. I'm thinking this foundation is from a possible listening post for U-boats (both WW eras). It would explain the cable trays in the main room. Also, the military and even former military workers are still pretty hush-hush about those types of buildings, even if they are dismantled and abandoned.
