I have been in industrial demolition and cleaning (refineries, hospitals, military bases, drug labs, bunkers, etc.) business for almost a decade. I have a Masters in Chemical Engineering from UC Davis in California and have dealt with most chemicals, explosives, etc. I also have 4 years of military experience with the US Army dealing with explosives. I AM NOT SAYING I WILL HELP YOU MAKE A BOMB! I am saying that in your infiltrations you may come across something and I may be able to help, that is all. I always recommend that you call your local law enforcement when you find chemicals or explosives of any type. Whether it be safety or a question in general, maybe I can help... I do not need locations, just information on your question. My motto is always safety first and look before you leap... PM me if you need help.

Seriously though, a 'snotsickle' is a combination of chemicals and minerals (metals, corrosives, and so forth), that leech through the walls of tunnels. The actual consistency may vary, but basically it is the same stuff found in caves. Sometimes it is formed through chemical reaction with various waste products in tunnel and mainly sewage, systems. We try not to touch them, but prefer to waterjet them down and use a Vactor to suck up the waste.

I think we're still on different pages. What you describe sounds liek the calcium deposits or stalactites that form on the wall seams of drains and tunnels. These are due to mineral-laden material leeching through and leaving the minerals behind.
What I'm talking about are the drippy, slimy, dangly translucent gray things that cover the ceilings and sometimes walls of sanitary sewer tunnels. They are not solid like a mineral deposit, and do not follow patterns of cracks or seams that would indicate leeching or infiltration of some substance.
A nice field of snotsicalia on a sloped wall/ceiling area of a sewer/cave place
Finger for scale. They wiggle and stick to you when you touch them, and they are very easy to dislodge from the ceiling (they end up draped all through your hair very easily)
Note how the ceiling and most of the walls are completely covered in snotsicles. This is pretty typical for a sewer tunnel around here.

They a biological growth and potentially very nasty! If you are getting those things in your hair, I hope you own stock in an anti-bacterial shampoo company. Let me tell you this, all our employees that work in the sewers are required to have Hep-B and C vaccinations, plus the normal spectrum of vaccinations before they are allowed to work that detail. Be careful with 'snotsicles.'

Unrelated, but you just might know: While exploring a silica mine, I've noted a number of foot-long, inch-thick white plastic tubes/bags, sealed at each end with a crimped bit of wire, sort of like a good salami. The walls are thin (circa 4mil), flexible, opaque plastic, maybe polyethelene, and there are no markings anywhere on them. Most are torn open and empty, but I did stumble (quite literally) across one that appeared to be filled with it's original contents. I was disinclined to cut it open to discover the hidden secret of the Little White Things, and left it where it was. Any idea what these curious, phallic objects are or were? Blasting charges?

Here is a couple of possible explanations:
1. They are sand snakes. Tubes filled with sand used to hold down tarps or as weights for just about anything you can think of. They are cheap to buy and last forever.
2. You just may have come across explosives of some type. This may be a helpful website: http://www.ordnance.org/
3. Someone left something there to mess with your mind...
4. Who in the hell knows? Just kidding, if possible, pictures would be nice.
