Covered Windows?

I was checking out this 3 story workshop/storage thing. On the first floor i found 2 abandon jet ski's and some boxes with VHS's in them. I found some very interesting titles like, Willow, Tales from the Darkside,.. etc. But what confused me was that the entire place had its window's covered with this foamy sort of stuff. Any idea's? The place even had it's electricity still running. My hypothesis is that it was a carpenter shop of some sort. There was saw dust in this cement hole in the ground.

I agree with David, that does sound like that expandable insulation stuff I have seen on home improvement projects. It is strange they would use that to cover a whole window but I did observe something like that when I explored an abandoned power plant. What color was it?

not really the house i live in has that insulation stuff because the landlord was too lazy to fix the broken windows
