There might be 1 hour worth of ground to cover at Citadel Hill. All of the buildings and facilities are locked. Only the grounds are open in the offseason.

The gates being closed is a serious one though... my friend got caught inside the gates at the lower entrance (by dockyard) at night. They had to drive through the park to get out :/
