I know is was illeagal because a stop work order was in effect since the previous wed, when I got ahold of the city and who met me at the building, watched them tac up the stop work order on the front door of the school.
The day thy brought the back hoe to knock walls down IW as jsut too late, I heard them unloading the truck, and watched them put a massive hole in the wall as my neighbor was on the phoen with the police. I called the mayor, who actually came out and did an interview with local news about it.
So it was absolutely illeagal.

They pulled something similar here with the Inn on the park. It was scheduled to have a hearing for it to be considered as a historical site, which could have prevented the demolition -- but it was almost all gone at that point.
That tacky/sketchy car dealership will look better i suspect (sarcasm). Its quite sad because it was an interesting building, which we dont hav eto many of around here.

And if you have the MAYOR outraged at this enough to do a news interview you have a very real shot at making a difference (anyone can bitch, piss and moan, people who mean business get things done), so get the TOWN COUNCIL (or whatever the hell you all call it out east) to pass a RESOLUTION admonishing the practice and sent it up to the LEGISLATURE and that (might) get the LAW CHANGED so that the bullshit comes to an end, or at least so that when the bullshit is committed again it hurts a little bit more than a tiny fine. It could be just as easy as getting in touch with your mayor and suggesting the idea. He knows everyone on the governing body so if he has the support of his peers he should have no problem forcing something like that threw.
