He's talking about the Pinetree radar line. Installed in the fifties under NORAD, to assist in the early detection of Russian Nuclear bombers...that never came.

	That's part of the reason why they never came. It wouldn't have worked in their favor to try and bomb us. The MAD doctrine means there are no winners, only losers in a nuclear war.
