If you can't carry pepperspray in your locale, an alternative (that I'll assume would also work on a dog) is Brake cleaner spray. I was working a construction job and me and a fellow worker were using brake cleaner to remove paint from a metal part. A puddle formed in the part and he accidentally splashed some into his eyes.
I had to lead him to a sink to wash out his eyes. Checked the MSDS (info on dealing with the substance) and it just called for water to wash it out. He suffered no lasting effects but he was able to wash it out quick.
Last I checked* (a lie*, I didn't bother), brake cleaner spray is legal in all 49 states and the communist enclave of California, as well as in the Great White North, eh. You can carry it on your front seat (may want to keep it out of direct sunlight in the summer).
Now, I don't know what you would tell the cop if you got arrested with a can of brake cleaner in your pocket(I don't think you can "huff" it).
The brand I had sprayed out a good 10 feet in a solid stream. Not bad when you compare them. At least 50% cheaper than pepperspray, legal to carry, effective, and no lasting damage (that I know of).
