I believe these only work with AC systems? I don't know if most electric fences are AC or DC.

Usually a sign that says "Danger! High Voltage!" means that there is high voltage equipment inside the fence, not that the fence is electrified. It's very rare to find an electrified fence designed to keep humans out. It's usually used for livestock.

The only people allowed to use electric fence other than for livestock is the government. The current is a pulsating DC. The basic design is a square wave generator that has the negative cycle filtered out and the remaining positive half of the cycle is fed into a step-up transformer.

Not a Voltmeter. A Clampmeter It doesn't touch the wire, it goes around it, and measures inductance through a coil in the clamp area. Quite sensitive coils so it can detect AC/DC even at low/high voltages/current

How many volts are you looking to inspect? I work on radar systems that employ from 10kV to 120kV. And have never fried one yet.

Maybe the specific clampmeter you are using is designed for high voltage measurement and has over-voltage protection but not all meters are capable of that. There are a lot of very inexpensive methods for testing electric fences that don't require a meter worth a couple of hundred dollars. I'm looking at a neon light and 2 resistors that cost around a dollar and has been working for me great for over 20 years. Even grounding a piece of wire and holding to the fence will show results. I even used to have this great barn cat that I used from time to time.

Oh, and one other thing, the government fences keep a track on the certain resistance that the fence is. Once that changes they know that something has change e.g. cut, short, someone touching it somewhere along the line. But why would you want to cross into a gov/military site, just to risky. Just try to get a tour, there's not much classified stuff on canadian bases, excpet a few.
