Sometimes construction companies put up placards on sites they're working on with their contact details and stuff. Though you'll probably have more luck just walking up to the first guy you see and explaining your situation.

How might one go about finding the person who is in charge of a building to get permission?

Research as much as you can about the site and you're sure to find out who the current owner(s) or custodians are. I use the internet, local newspapers and business contacts. Usually a lot of dumb-luck plays into it and if I can't get permission I resort to infiltration. I often tell the owner that I'm doing a university research paper or writing / compiling photos for a book about the area and it's history. If you take it from that angle you'll find a lot of people are willing to bend over backwards for you!

Was dating a girl one time who was going to a pretty nice yet very very old Southern college. Rode several hours one Saturday to go see her, arrived just in time to see her having to go retake some part of a test her Prof had screwed up. She would be gone for about 3 hours and asked if i would wait.

Wandering around on campus, I somehow got to talking to one of the Security guys, and got on the subject of old places and exploration. By that time we were kicking back in some forlorn security outpost behind the campus theater sipping some jack he had in a flask. Thats when he pulled a huge keyring out of the desk and said he knew some of these keys would open some interesting doors. Nearly every building on campus was being used so we had to kinda sneak to certain places. Dude could have lost his job doing what he did. But I did get to see a lot of steam/power tunnels. Hang out on some catwalks above the stage. And got to explore most of a boarded up building built around 1915 that housed nothing but old records from basement to attic. We were going to try to get into the clock tower, but decided takin me inside would be too damn risky. The coolest thing was he slipped me a small baggie of weed that he had confiscated earlier that morning. Said he had never tried the shit before and was thinking about it, but was afraid he would get hit with a random test from the company he worked for. He also did pretty good on keeping up with where he needed to be on his security rounds during our adventure.

Funny thing was, we were gone all over the campus for more than the 3 hours I had to wait. By the time I met back up with my girl she was pissed I was gone for so long. Plus being a bit dirty and disheveled she was not impressed. We broke up not too long after that.

I got some cool pictures of an old 4-plex movie theater that was being renovated by just poking my head in one of the side doors! There was a lot of movie equipment still there (projectors, etc) that I got some decent pics of. (I had a junky throwaway camera at the time, so a lot of my "cool" shots did not turn out so good.

That building has since been demolished (The thing they were renovating it into didn't last so long) so I guess whatever was in there is gone now!

try the county tax assessor or appraisal district office

(or website some even have clickable maps)

that will only tell you who owns it and pays the taxes but its a start

I've also found newspaper articles to be really helpful.. Google is definitely your friend here. Usually there's a "Hey, (person) bought (abandonment) and they're gonna do X with it" article, if the abandonment is anything notable.
