Well they didn;t take the whole plate just cut that section out. It is a board about 4' by 4' the board is made of a bakelite material to insulate the gauges that were on it as well as other electrical components. It was set up to monitor and gauge 20's era refrigeration pumps. Here is what it looks like as of this past Monday
