Its off limits to the public and is watched. I mean you can do it but they do watch it. Its home to a nesting colony of Black Heron and theres a group that helps out with that so they can randomly show up on the island.

NYPD has harbor and aviation units that work closely together. The helicopters have all sorts of thermal imaging, so 'not being seen' doesn't really help you all that much against the ghettobird. There's also light machine-gun equipped coast guard speed boats. They all routinely go by this island, the area bridges, etc. Harbor unit is based out of Randalls island, a stones throw away. 95% chance of arrest - meaning you'll be 'in the system' being fingerprinted, bounced from holding cell to holding cell, fingerprinted again, etc etc for anywhere from 24-36 hours. During that time you'll have no privacy, no access to a phone, no food beyond stale bologna sandwiches, and 1 clogged toilet for the 20 people in your holding cell. When you finally see the judge you'll be let out, and probably have to come back depending on the charge. Sometimes your court date will be postponed, so you'd have to travel back to nyc multiple times. Eventually the case will be closed and you'll get either a fine, ACD, or community service for 1-7 days. They do not care if you're from out of town. you will not get special treatment. You'll have to do your time like everyone else. 5% chance they'll let you leave on your own. This is extremely unlikely. NYPD officers must meet quota every month - that quota includes arrests. no exceptions. Arrests also mean easy overtime and valuable cash prizes. Cops love arresting people in NYC, and since there are few real criminals they can get their hands on, that leaves you as the easy target, especially on an island where there is nowhere to run. Their boats are faster than yours. You really have to fuck up to go to rikers. If you ever get sent there, you better know how to fight. It's not as bad for females in terms of physical confrontations. None of this is meant to scare you from not going. If you really want to do it, go for it. Like most exploring, it's generally a fun time to be had. It's been done many times over. However, you should know the risks and do some math on whether or not some severely overgrown rotted out buildings are worth it when there are hundreds of similar locations that entail less risk. I've seen better abandonments in foreign countries where it's basically legal to explore whatever the fuck you want. So, the only question is: are you the gambling type? how much do you want to wager?
