With three people, you can easily carry all the supplies and equipment you will need, you're secure against most hostile presences (angry homeless, dogs, etc.), transportation is easy (one car), and you can maintain focus and group cohesion. If you have a single-file line of ten people, it's hard to get them all to duck behind a treeline as a cop car drives by. Having a small group keeps noise to a minimum, and if somebody gets hurt, the other two people can carry a person out, or have one person go for help while the other person takes care of the injured individual. I also find that conversation and decision-making works better in a small group - if you're deciding which pipe to go through, three people can work something out better than a larger group.
