In regard to winter vs summer draining... I've only drained in the winter. And I don't think a drain with trickling water would be that bad in comparison to one with a decent flow. The one with the decent flow would be carrying heat out of the drain via that water (and from your feet through your boots, if you're standing in it). I've found that when its -30 or -40, drains are the place to be. The temperatures are much more moderate, cool on a hot summers day, warm in the dead cold of winter. Of course not all, but most of the longer ones.
