I'll have missed you by about 4 days. 
There is a lot of traffic around the hospital and an occupied building 45 degrees from the rear. It's not impossible but it is tricky.
This is one of those places that makes me sad that I didn't visit it before the local kiddies and scrappers went to town. It doesn't take long for bored little kiddies to fucking break every possible window they can.

Isn't that the Rideau Regional Centre? They dealt with mentally disabled people... also I think the OPP has an office amongst the buildings. Kinda a pain in the ass.

Yep, the OPP eastern region headquarters is at the site of the Rideau Regional Centre.

Is it actually abandoned now? Last time I was in Smith's Falls there were dozens of signs pointing to the Hershey plant.

The old mental hospital is rideau reginal. It is closed but the opp has it's reginal headquarters there. Also there is a guard on duty 24/7. normally at the front when you come in but does patrols as well.
Hershey is closed but is still being used buy some companies for some warehousing and freight transfer. Still people there and security/ alarms....
