The townhouses on the west side of Perth Ave. make sense. That part of Perth Ave. already has residential (detached/semis) on the east side. Streetview: http://tinyurl.com/yephtlm It doesn't sound like it's the exposure to the elements that will be the downfall of the facades. It just that they have to dig soil out from underneath that whole area in order to clean out the contaminants. They have always wanted to keep the facade and the chimney, but unfortunately it now looks like the facade will go away, and the chimney is looking less certain. Other types of housing (i.e. condos / lofts) would be built into the rest of the mixed-use development.

I was being somewhat sarcastic about the facades being torn down. Seeing as how the plant has had all sorts of metal production over the past 80 or so years, I seriously doubt the developer did not know the level of contamination in the first place.
