A Valley East developer has been given the green light by the city to convert an aging, former elementary school into a motel.

Developer Peter Churan plans to redevelop the former Val Caron Public School into a motel with up to 45 guest rooms.

Churan's request for a municipal rezoning of the former school property was approved Tuesday by city council's planning committee.

The oldest section of the former school, at 1555 Main St. in Val Caron, was built in 1940, although much of the building is significantly newer.

The building was closed in 2007 by the Rainbow District School Board, which merged two elementary schools into a new facility in Val Caron.

Churan told the city's planning committee he plans to redevelop the school property in two phases.

The first phase will require indoor and outdoor renovations of the entire building to accommodate 26 motel rooms, he said. The first phase could be completed as early as next spring, he added.

The second phase, planned for a later date, will feature a 19-room addition to the existing building, Churan said. Despite its age, the building is structurally sound, he said.

"The school's in pretty good shape; it's not rundown by any means."

Once the full-fledged, 45- room project is completed, Churan said, he expects to be able to strike a franchise agreement with an established motel chain. With only 26 rooms to begin with, he said he expects the motel initially will operate as an independent entity.

Churan said he is confident there is a market for a new motel in Valley East. With only one tiny motel in the Hanmer area, the community has been underserviced for decades, he told the planning committee.

"Valley East is the only town in the area -- and probably in all of Canada -- with more than 20,000 population that doesn't have a motel with more than 10 units," he said.

"The demand's there."

Ward 6 Coun. André Rivest, a planning committee member, agreed with that assessment.

"The fit is good in that location. It's something people have been waiting for, for a very, very long time," Rivest said.

To allow the motel project to proceed, the planning committee agreed to rezone the former school property from an institutional designation to the general commercial category.

"This application is deemed to conform with the policies of the official plan," councillors were told in a report prepared by the city's planning department.

The proposed motel produced an objection from one neighbourhood resident, who sent the planning committee a letter listing several concerns.

Resident Carol Dembiski's concerns included the development's impact on traffic volumes, parking space and noise and light pollution.

However, city planners suggested such concerns can be addressed with conditions that will be imposed on the developer in a site-plan agreement.

The project "is compatible with surrounding land uses with regard to noise, fumes, smoke, odours, traffic, hours of operation, signs and other desirable features," the staff report stated.
