I'm sure many of you read this in the morning's internet news trawl, but I thought it was worthy of mention. The city is closing Rutherford Park (the field above McTavish Reservoir) It's really too bad they decided to gate this park off, I mean, do they really think a gate is going to stop a determined terrorist? It's only gonna stop kids from playing soccer and flying kites. Plus, I love how, when asked why, the city official just name-drops 9/11... umm.. what do planes flying into buildings 8 years ago have to do with a park, or a reservoir?

The city of Montreal plans to lock the public out of a second downtown park -- Rutherford Park near McGill University -- as part of a little-known plan to increase security around the city’s drinking water installations.

As The Gazette reported yesterday, the city intends to close Dupuis Park, a four-hectare green space built over a water reservoir beside the Atwater water filtration plant, next month.

Yesterday, a spokesperson for the city told The Gazette that gates in the new steel fence around Rutherford Park are to be padlocked “shortly”. Rutherford Park is built over the McTavish Reservoir and includes a pumphouse, a heritage building which has recently been restored.

The large field has been used for many years by sports teams from McGill and FACE high school, as recreational space for residents and as a popular pedestrian route to and from McGill’s different buildings.

“For many years the city has been very tolerant, giving the public access to these spaces,” said Philippe Sabourin, spokesperson for the Infrastructure, Transportation and Environment service.

“But times have changed. ...We only have to remember the events of September 2001. I am not saying we are expecting terrorism, but that was a wake-up call for everyone and we want to make our strategic infrastructure more secure.”

Asked how, specifically, recreational activities in the parks could compromise the security of the reservoirs, Sabourin said it is theoretically possible for people to dispose of hazardous wastes in the parks, which in theory could seep through cracks in the concrete and other membranes protecting the reservoirs and contaminate the water supply.

“But here I am speaking extremely hypothetically. We already have very good barriers to protect the water and we are just adding another to be doubly prudent.”

He said the decisions to restore the water infrastructure sites were approved by the executive committee, the city council, and the island council. He could not say whether elected officials were informed that the public would be banished from the parks on these sites.

He said the public was to be informed “at some point this spring” of the closings.

Several other parks in the city are built over reservoirs, but Sabourin said he is not aware of any other planned closings.

Wayne Wood, who works near Rutherford Park and crosses it regularly, is infuriated by the decision.

“This is not private property. It is ours, as city property, and it would be nice to be consulted. I think we have acquired rights and for them to just change it unilaterally like this is totally arrogant.”

“This is really a shame,” said Katherine Thompson, a graduate student at McGill who was crossing Rutherford Park yesterday. “There is so little accessible green space downtown.”

Sabourin said organized teams that have been using the parks for years might be able to sign contracts to continue to use them. He said they should contact the sports and leisure departments in their boroughs.

I think they found out that top layer of dog poo was contaminating the water leaking into the reservoir... a fence: no poo, except for earthworms. hmm, I can't see how the fence will help the protection of the reservoir.

Wait! maybe it is because of the Grippe Porcine!

Ouais ils sont en plein travaux dernièrement donc ça arrive qu'on s'y glisse plus facilement que d'habitude.

La grippe porcine c'est ça ! Ça passe à travers le béton armé qu'une bombe ne ferait même pas craquer !

Je ne crois pas qu'ils feraient cela ailleurs,par exemple à Londres ( pourtant touchée sérieusement..) Avec tous les terrains de soccer qui se trouvent sur les réservoirs ,ça créerait une révolution !

Hier soir, avait lieu un conseil d'arrondissement de Verdun et les gens qui s'y trouvaient ont rapporté que les efforts pour empêcher la clôturation d parc Dupuis ont partiellement porté fruit.

Le parc Dupuis restera ouvert pour au moins une année... Ainsi, le futur du parc n'est pas réellement garanti, mais sa calme un peu le jeu.

Il plane la possibilités de travaux majeurs au cours des prochaines années.

De plus, la ville centre et l'arrondissement de Verdun ont spécifié qu'ils ne tolèreraient plus les chiens, car ils ont peur des risques de contamination pour le réservoir!

Bon, ce que je rapporte ici c'est du bouche à oreille, ce n'est pas de source sûre... mais j'imagine qu'au cours de la journée un communiqué de presse officiel devrait sortir avec plus de détails et toutes les modalités de cette entente...

Mais y a-t-il une réelle entente?

le station de pompage/chauffage a lasalle pour laqueduc est en train d'etre restaurer aussi, elle a perdu des grandes parties de son toit en terre cuite depuis quelques annees. cest revenue

le station de pompage/chauffage a lasalle pour laqueduc est en train d'etre restaurer aussi, elle a perdu des grandes parties de son toit en terre cuite depuis quelques annees.



Effectivement on y est allé faire un tour il y a quelques semaines..outre les deux vieux immenses tuyaux bien impressionnants,il n'y avait pas grand'chose de grandiose à voir..(Si bien entendu on parle de la même bâtisse)

Well, I'm glad it seems like they're not gonna close the parks after all. But the whole thing seems weird. I get installing cameras, and I guess a more active police presence makes sense, but dog poop? Is that really a concern? It's only slightly better than saying it's "because of 9/11"

So far as I know, the whole top of the reservoir is capped with concrete and metal... I'm not sure if the tops of the tanks are flush with the cap or not, but harmful bacteria from dog poop making it all the way through to the actual water..? Seems iffy to me, though I'm no expert.

Any idea how much dog poop it would take to actually contaminate the water? Besides the main thing here is the that they are implying that no one picks up after their dogs in both parks. Not good to insult the city's animal lovers during an election year.

But if you take a look at the protest websites and consider how quickly the city rushed to damage control the situation you get to understand a little better how things can work. I think this is a fantastic example of the people who use a space saying, No! You are not locking us out for such absurd reasons! And it worked!

well, I dont think that penalising us will stop terrorism.


anyways, I doubt a padlocked fence around the park will prevent planes from crashing into the park... though I am not a professional in the field.

i know a woman who still has gravel stuck in her back from when she got badly injured when the reservoir busted years ago....

she was trying to help a woman who was stuck under a car and wound up slipping which resulted in her sliding under the car. her back was mangled, and her insurance refused to cover her because she willingly put herself in danger. She did save the other woman's life though because she was drowning.
