Never got a chance to explore it, but my guess is that it might lead to steam tunnels or something. Anyone ever been down there? If there is a network of steam tunnels I'm sure there's other more accessible POEs. I was recently in a old theater that had some very similar to what you explained and there were not tunnels or anything leading out side the building. However like Sublunar said we will check it out. That's where I was when I saw this tunnel, going from the trap space down into the ground.
