I do believe this outfall is something new, it measures around 15' x 15'.

Has anyone seen something like this before?

The water level of the river near the outfall rises 6+ feet during heavy rains.

Wow the front of that tunnel goes all the way up. I like the barrier that looks like a ladder.

I've seen something that big before, but only near dams... Where is that located? I'd love to check it out.

The water looked pretty deep, it was dark out. I'm guessing that the only way in would be through a manhole

There are two very small outfalls ( 2 feet at best) just North of there I have looked at (around the first footbridge). It would be surprising if something giant was nearby.

I don't understand your logic. If there was another giant drain nearby (and on the same side of the river) then you could assume that this one might be significantly smaller. That's not really the case here though.

I meant 15 feet by 15 feet , the drain is square, and the concrete blocks are probably only some sort of churn wall. You could drive a dumptruck though this one.

There is a ton of drains around here, most of the larger rectangular outfalls are securely bolted shut, GOOGLE the pond just North-West of Dufferin and Clark, it is fed by another (bolted shut) drain, the outfall is about 12ft wide and 7 feet high. There's some graff in there, so someone, sometime got in.

This certainly looks appealing, and unfortunately it has a very secure outfall.

Spring will certainly bring about some manhole hunting, I suspect along any of those suburban cul-de-sac streets.

It looks to me to be a water control structure. Those slabs look like they are on a track they can be moved to adjust the hight of the water. and the side grates look as a overflow system for large storms when the level is raised. We have smaller ones around here that control the hight of lakes and wetlands. I would say it could be quite interesting inside depending on what feeds the structure.

The "slab" is moved/lifted by a machine/front end loader, etc by the two metal half rings at the top of the slab.
