I don't understand your logic. If there was another giant drain nearby (and on the same side of the river) then you could assume that this one might be significantly smaller. That's not really the case here though. [last edit 2/9/2009 6:08 PM by micro - edited 1 times]

There is a ton of drains around here, most of the larger rectangular outfalls are securely bolted shut, GOOGLE the pond just North-West of Dufferin and Clark, it is fed by another (bolted shut) drain, the outfall is about 12ft wide and 7 feet high. There's some graff in there, so someone, sometime got in.

It looks to me to be a water control structure. Those slabs look like they are on a track they can be moved to adjust the hight of the water. and the side grates look as a overflow system for large storms when the level is raised. We have smaller ones around here that control the hight of lakes and wetlands. I would say it could be quite interesting inside depending on what feeds the structure.
