depends which fort you check out. i know that dearborn is in the middle of a park but you don't have to worry about anybody being around. as for the others, all i know is that stark is also a state park so during the day there might be a few people but again probly nothing to worry about. good luck.

Forts Stark, Dearborn, and Constitution are all located at public parks. Because it's technically now the off-season, you probably won't have to pay an access fee. Although you might still need to pay one at Fort Constitution: I haven't been there in years, so I'm not sure what the protocol there is like anymore.

There is only one abandoned fort that I know of that is generally off limits. Usually they are part of state parks and such, and perfectly legal to visit.

at fort constitution you can park near the dock and walk in, just stay on the painted line when your going through the coast guard parking lot... i got yelled at for straying from it and going into the lobby to try and use the vending machine. as for fort dearborn and stark I've never had to pay to park there but the lots are gated at night. fort stark is usually the most crowded of the three

for dearborn and stark just park next to the road by the beach and then just walk along the water till you get to the paths, from there just walk up to them.
