If you go in you can look at the display but nothing else. Everyone in that building also has a special pass, so don't assume your gonna get lucky and wander freely. And yes, it is the lack of stairs that forced it to be put out of commission. Last year there was a Toronto Star article about it, with some photos. I believe it was posted here.
