As far as I know, most people go through an entire (and rather boring) life not popping a single manhole. Public Works workers, Drainers, and Tunnelers on the other hand may do this often enough that it is a routine procedure. For UE, in my opinion the key to getting in without getting caught is to pop manholes in areas where not a lot of people are, and being sure there is no one around when you pop it. Some people also do some "social engineering" and dress up like DPW workers and use traffic cones, etc. I personally think that manhole popping is relatively low-risk if it is done responsibly. Drains in particular are not guarded with security like other UE attractions.

However, if we get these sorts of super-security cameras on streets, it will make it a lot more difficult.

The steam tunnel system I was in the other night had giant ratchet straps inside holding every manhole down. I guess thats one way to keep 'em from being "popped."

Unfortunately appropriate attire (hardhat, hiviz, barricades) is less of an invulnerable shield that we'd like. About a month ago a few of us were made by the one time. Do not rely upon your credprops, always have a backup plan.

The U of M recently spent a bunch of money putting "behavior detecting" cameras in the steam tunnels. No one is quite sure why, since suspicious behavior in a steam tunnel means... anyone who's not a worker. They already had motion sensors on the cameras, but I guess the staff is so dumb they need special equipment to tell the difference between workers in hardhats and a dozen frat boys with 40s in their hands.

Thats messed up... to be honest, why not patrol the entrances and exits more often (and lock the manholes) - from a security standpoint, this setup is ideal... NOT that silly camera/Db thing that the Uni of Minnesota is doin!
