You don't need to introduce some sort of urban topological rogue wind to your scenario. I've been up cranes during pretty lovely, naturally gusting winds. If there's wind at ground level, you can usually bet there are stronger winds fifty storeys up.

That's a funny idea, problem is, you would burst into flames after 100 feet or so. The friction, and how long could you control your speed? Asbestos underwear and gloves would be useful. Would be quite something to watch.
The guy on the crane is damn spooky. Partly for me because of the width of the bar. You can't squeeze a four inch pipe like you can squeeze a one inch. At least I can't. Bigger balls than brains.
