I'm with the do more drugs statement. I would imagine after the stories of flooding drains killing 2 in Sydney that no one would even think of building anything in drains. Well not seriously.

this explains why there is so much stuff in the drains. people get these illustrious ideas of underground cities, and mutant legions, they get their supplies ready, bring them into the drain and then run out of funding/enthusiasm/interest/etc.
