That is not 100% correct. While indeed a person may be renting the modular home that is not always the norm. It most cases the person owns the modular home and pays a pad rent to the park owner. The park owner owns the land and also maintains the property and the roads. In some cases you own both the modular home and the property. It can be on your own. However, if this is the case in a park then your paying a strata fee to help maintain the park. Then there is a strata council involved. Same scenario as owning your own appartement.
