Mystery Structure In South Carolina.

I was on vacation going to Atlanta, and stopped in SC for the night. I took this picture of this "mystery structure". I wanted to go over to it pretty bad and look close, but there is the fence in the way. Any ideas on what this might be?

yeah doesnt seem tooo interesting, just an old scale..the highways are covered in old closed down exits and weigh stations...i was hoping for a huge building or something

my first guess judging from the number of stairs to the left is its the foundation from a crossdock, they dont usually put scales 4-5 feet in the air up here at least with no ramps to get to it
