The building's owners will have to put up $5 million to receive the federal funding. "It says this building is extremely important. Winnipeg is important," says City Tugwell, spokeswoman for Heritage Winnipeg. "It's about who we are as Winnipeggers, and who we think we are and where we think we're going." College eyes move into heritage building- Union Bank Tower eligible for $1M in federal funds Wed Sep 12 2007 - By Bartley Kives RED River College is considering expanding into the long-vacant Union Bank Tower, an Exchange District heritage building eligible for up to $1 million in federal preservation funds. Desiring space to house training programs for desperately needed skilled workers, the community college is exploring the feasibility of converting the 103-year-old skyscraper into an extension of its downtown campus. "It's a very interesting building. It's been preserved very well," said Margaret Braid, vice-president of business development for Red River College. One of western Canada's first skyscrapers, the 10-storey Union Bank Tower has stood empty at the corner of William Avenue and Main Street since 1992, when the Royal Bank of Canada moved its offices to Portage and Main. Construction companies Pace-Greentree Builders and Man-Shield Construction bought the building in 2001 for $232,000 and immediately spent $122,000 repairing its dilapidated roof. Then in 2006, Pace-Greentree president Guy Hobman secured $1 million of federal funding to begin more extensive renovations. Now, downtown development agency CentreVenture is crunching numbers and drawing up plans for a rehabilitation custom-tailored to Red River College. "It's been pitched to us and we're exploring our options," said Robert Olson, vice-president in charge of facilities for the college. "Since we started up the downtown campus, a lot of people see us as an economic driver, and a lot of people make pitches to us." Hobman declined to comment on the possibility of Red River College moving into the building, noting discussions have just begun. It remains to be seen whether the college actually requires all the space offered by the 70,000-square-foot office building. The high cost of rehabilitation also remains a considerable stumbling block, as renovations could easily exceed $10 million. The federal government is prepared to contribute $1 million to the project, provided no less than $5 million is spent before October 2008, the minister responsible for Parks Canada confirmed Tuesday. "They don't build buildings of this quality anymore. We have soulless glass towers," said John Baird, who held a press conference to reconfirm the Conservative commitment to fund both the Union Bank Tower and the Scott Fruit Co. Warehouse, a smaller heritage structure at the corner of Elgin Avenue and Princess Street. Provincial assistance for a Red River College expansion remains a possibility, while CentreVenture could contribute funds from its $12-million development kitty. The City of Winnipeg could also help out by continuing existing heritage tax credits. Point Douglas Coun. Mike Pagtakhan, whose ward includes the Exchange District, said the Union Bank Tower would complement Red River College's existing downtown campus, which has won design and environmental awards. "If it brings Main Street some of the magic they brought to Princess Street, it would be real dynamite," Pagtakhan said. The federal funds for the Union Bank Tower would flow through the Commercial Heritage Properties Incentive Fund, a program begun by the former Liberal government and extended by the Conservatives. The program is no longer open to new applications and the Conservatives have not committed to reviving it in the 2008 federal budget. Baird said he has yet to review a report into the issue. The Scott Fruit Co. Warehouse, meanwhile, is eligible to receive up to $404,000 from the fund. Building owner Meredith Penner, a dentist, has almost completed a $2-million restoration that has seen a single-parents' organization, a day care, two residential suites and a dental clinic move into the 93-year-old building.

| | | The drain was sweet, we went pretty far in and we got tired because the drain was pretty small. After that we headed over to the cement factory and climbed the silos. The silos were amazing. It was quite a rush being up that high!
