I'm certain that there are universities that don't monitor thier steam tunnels; UK is one that does. I know of several folks that have been busted down there. And also keep in mind that all standard entrances to the South Campus system have cameras pointed right at 'em. Don't get discouraged though. UK is still rife with opportunities for the creative.
