If the perp is under 18, then the name cannot be released to protect the innocent/guilty.
But the person committed a crime by trespassing and then fell into a silo. He's a criminal to the police eyes and will be charged as such.

ive seen some silos where there was a small amount of grin left, and squirels got in to eat it, but couldnt get out, and eventually died.
